function ComposerInspector::getAllowPluginsConfig
Returns the value of `allow-plugins` config setting.
Parameters
string $dir: The directory in which to run Composer.
Return value
bool[]|bool An array of boolean flags to allow or disallow certain plugins, or TRUE if all plugins are allowed.
